Product Category Rules (PCRs) are rules that define category-specific requirements for products and/or services, used as a basis for preparing an Environmental Product Declaration (EPD).

A PCR is developed by the interested parties in coordination with Programme Operators (in Italy, the only one currently in operation is EPD Italy whereas the best known in Europe is Environdec).
